Richard Howell (b. October 25, 1754 ; d. April 28, 1802) was a Revolutionary officer, lawyer, and the third Governor of New Jersey. He sent the winter of 1777 at Valley Forge with George Washington for whom he resigned his commission in order to perform intelligence work. Howell rose to the rank of Brigade Major and participated in the Canadian campaign and the battles of Brandywine, Germantown, and Monmouth. Howell became the third Governor of New Jersey in 1793 and served until 1801.
